Birmingham is the largest town of the West Midlands, and is England's second city.
Birmingham is ethnically diverse, with a large number of black and Asian people. As a result, Birmingham's airwaves have (at least since the 1980's) had a significant number of radio stations - both legal and pirate - serving diverse ethnic groups, especially black and Asian people.
At the end of 1988, many pirates in Birmingham - including big names such as PCRL and Enterprise FM - closed down to apply for the Birmingham community radio licence. There was much disappointment among free radio and community radio enthusiasts, when said licence was eventually awarded to Buzz FM who had little or no community radio experience. As a result, some of the pirates who had closed down - notably PCRL - slowly returned to the air.
